Tighten the conversion from tyRange to scalar types (#10495)

* Tighten the conversion from tyRange to scalar types.

Introduce the `isIntConv` rule for unsigned types.
Do not allow mixed-signedness conversions between ranges and scalar types.

* More json adjustments
