nimgrep: add --inContext and --notinContext options (#19528)
* nimgrep: add `--matchContext` and `--noMatchContext` options
* Rename options for uniformity
* Revise option names, add `--parentPath` options
* Revert --bin deprecation
* Copy-paste an original test from quantimnot
