The POSIX 'clock()' procedure returns process CPU time in an
implementation specific unit, which for historical reasons can be as
large as ~7ms in the case of FreeBSD. Use 'clock_gettime' for higher
accuracy.

The constants were moved out of the when defined(JS) block so that they
are alsways available in proc toWinTime.
proc toWinTime was moved above the # Deprecated procs comment. Best new
location seemed to be with the toUnix proc.
