fixing ThreadingInMemoryCache usage (#2604)

* ThreadingInMemoryCache usage is broken. This commit addresses those issues along with missing documentation about the caching options.

* make lint & make unit_tests fixes

* removing unnecessary changes from unclear test results in  last run
