[Python] Add -nocppcast. Now the default behavior is to
always use the cppcast operators. Before that was the case
only when you used the -ccpcast option.
If this seems to break your code... your welcome!, it
means it was broken before, and you never notice.
If you thing the error is due to one of the SWIG typemaps,
send us an example.
Use -nocppcast only with very old C++ compilers that
do not support the cppcast operations.
So, here applies:
This change doesn't break compatibility, it was broken before.
