"." was removed from @INC in Perl 5.26 for security reasons, and has
also been removed from older versions in some distros.

- source files and Makefiles need never be executable
- scripts are run directly by their interpreters in the
test suites, so also do not need to be executable
STDOUT/STDERR, and echos the output only on a test failure. This
supports the usage of Test::More or Test::Harness without breaking the
existing test suite behavior.
