remove unnecessary extra semicolons in the tesuite

Basically just style cleanup, "fi;" or "fi; \" -> "fi".

Revert guile_gh.swg and guile_gh_run.swg to not use new runtime system.

Replace ; with && where appropriate. This fixes the makefiles so that Make correctly errors out rather than blindly carrying on when some error occurs.

Change meaning of configure option --with-guile to the name of the

Guile executable. The new option --with-guile-prefix can be used to
specify the tree where Guile is installed. (However, usually it
suffices to use the single option --with-guile-config.) When running
the run tests test-suite, make sure to use the version of Guile that
SWIG was configured for.
