3101067a2d Uniform SWIGSTATIC on all prototypes. 
#ifdef __GNUC__ -> static inline to remove warning spew using gcc
typemaps: tweaks for arrays, enums
ocaml.cxx: remove Swig. qualifier everywhere it's not needed
