It's now only generated if something to put in it is specified via:
%pragma(php) include=...
or
%pragma(php) code=...

PSR-12 says "The closing ?> tag MUST be omitted from files containing
only PHP".

These generate warnings with PHP 7.3, which will become errors in a

PHP: fix for the overload_rename testcase
...
Previously we just had two __construct function which resulted in a
parse error. Now we create a new factory method for the renamed ctor.
