70b9df5ee9 Portable dynamic library loading for Guile
dynamic-link and load-extension work without passing the .so or .dll as
the shared library extension, so these have been dropped so the examples
and test-suite work on Cygwin.

Also update documentation and use the 'lib' prefix as that is what we
commonly name the shared libraries.

Mostly I just copied the python tests. What I mean is
the guile tests call exactly the same functions as the
_runme.py files.

Also a couple of tests (name_runme.scm,
list_vector_runme.scm, and char_constant_runme.scm)
were not calling the correct initilization function, so
I fixed those too.
