Done in order to be C++17 compliant as it uses std::unexpected_handler
which was removed in C++17. This class was intended for director
exception handling but was never used by SWIG and was never documented.

- Fixed naming conventions; SwigPyBuiltin is used a lot
- Removed use of std::vector
- builtin.swg isn't included if -builtin isn't specified
- Changed many feature names to use a "python:" prefix
- Eliminated static vars in std_pair.i
- Eliminated C++-style comments (//)
- Enabled autodoc and docstring with -builtin
- Fixed non-ansi generated C code
- Detect and complain if two incompatible swig modules are loaded
- Removed argcargvtest_runme3.py, and fixed argcargvtest_runme.py
so that 2to3 handles it better
- Removed anonymous namespaces
- Eliminated builtin_init typemaps; consolidated functionality into
SWIG_Python_NewPointerObj
- Eliminate printf warnings from %U conversion character by switching
to %S, which works just as well
- Fixed li_std_set_runme.py for python3, which returns set members in
a different order from python2

Refactored some type initialization out of SWIG_init.
Use __all__ attribute of module to define public interface.
This is necessary to make available symbols starting with '_'.
Now dying on li_boost_shared_ptr. Looks like it's gonna be ugly.

returned exception. Exceptions raised by Python code in directors
are now passed through to the caller without change. Also, remove
the ": " prefix which used to be added to other director exceptions
(eg, those due to incorrect return types).

own threading abstraction (from pythread.h) rather than OS specific
code. The old code failed to compile on MS Windows. (See SF patch
tracker #1710341).

- Instead of using the swig_up flag in each director method (Python, Ruby, Ocaml) to indicate
whether the explicit C++ call to the appropriate base class method or a normal
polymorphic C++ call should be made, the new approach makes one of these calls
directly from the wrapper method.
- Java/C# recursive director method calls fixed (no need for explicitcall feature to solve this now)

Lib/python/director.swg: added needed code for runtime checking
Source/Modules/python.cxx: added needed code for runtime checking
director_protected_runme.py: checks now that the runtime protection is working
The extra runtime checking is only done for protected members,
so, the old public directors members don't feel any overhead.
This finished the director protected support for the python language.
Java and Ocalm will need to add the "reprotection" mechanism latter.
But as in the python case, the changes will be localized in the
languages files, and there will be no need to touch the core
files anymore.

- The unused __DIRECTOR__ base class default constructor removed. I've used the conventional approach of having no default constructor rather than a private one (declaring it private doesn't serve any useful purpose when this constructor is not wanted).
