Vadim Zeitlin 8643dcf426 Generate C++ enum wrappers 
They are almost identical to C enums, but are more convenient to use
from C++ code, as the (possibly long) prefix doesn't need to be fully
specified if namespace using directive is used.

For now restrict the wrapper enums generation to global enums only.

SWIG Source directory

 Source/DOH          -  A core set of basic datatypes including
                        strings, lists, hashes, and files.  Used
                        extensively by the rest of SWIG.

 Source/Swig         -  Swig core. Type-system, utility functions.

 Source/Preprocessor -  SWIG C Preprocessor

 Source/CParse       -  SWIG C Parser (still messy)

 Source/Modules      -  Language modules.

 Source/Include      -  Include files.
