William S Fulton c5495fea79 Remove broken %implicitconv for const SWIGTYPE && 
Typemaps should be for SWIGTYPE &&, not just const SWIGTYPE &&.
Needs updating for new approach where the proxy object is moved
for a parameter containing an rvalue reference.
