Modified ospath's getConfigDir to meet XDG spec

I added a check for the XDG_CONFIG_DIR environment variable to meet the [freedesktop XDG Base Directory Specification](https://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html)
